The Nigerian Communications Act 2003 established the modern regulatory framework for Nigeria's telecommunications sector, giving the Nigerian Communications Commission (NCC) independent powers over licensing, spectrum management, competition and consumer protection. It underpinned the post-2001 GSM boom and created the basis for the Universal Service Provision Fund.
