01 Background

EPSRA 2005 dismantled the state power monopoly, unbundling NEPA into successor generation, transmission and distribution companies (PHCN) and establishing the Nigerian Electricity Regulatory Commission (NERC) for tariffs and licensing. It created the Rural Electrification Agency and Fund. It was repealed and replaced by the Electricity Act 2023.
