The Climate Change Act 2021 codified Nigeria's net-zero-by-2060 commitment made at COP26. It established the National Council on Climate Change as the apex coordinating body, mandated a five-year carbon-budget cycle, and required large polluters to submit annual greenhouse-gas inventories. The Act also created the Climate Change Fund — financed via fines, levies and international finance — to support adaptation and mitigation projects.
