01 Background

The National Health Act 2014 established the legal framework for Nigeria's national health system, defining rights and obligations of patients and providers and creating the Basic Health Care Provision Fund (at least 1% of the Consolidated Revenue Fund) to finance a Basic Minimum Package of Health Care. It also regulates health establishments and human-tissue and organ use.
