01 Background

The PPA 2007 created the procurement infrastructure that governs federal contracts: the Bureau of Public Procurement (BPP), the Federal Tenders Board, the National Council on Public Procurement, and the mandatory procedures for open competitive bidding, restricted bidding, and selective tendering. It's the legal basis for the project-tracking work done in our Infrastructure section — every federal project shown there was procured under this Act.
